Cadaver Certification -Level II or "Advanced Operational" (Defined):
Is an advanced certification for handler and canine. The Advanced Operational Certifications skills test(s) in land and water cadaver shall be conducted in such a manner as to allow the canine team(s) an opportunity to demonstrate their capability to function in real-time searches. Scenarios shall be made as "real time" as possible. A Level I Skills Test shall have been completed within the last 360 days. This time frame may be waived for up to 60 days by the LETS Certification Official on a "case-by-case" basis.
NOTE: "Psuedo cadaver" scents shall not be used for certification skills test or in LETS training.
Handler - Shall demonstrate to the Certification Official(s) what the most correct action would be for the certification scenario(s) presented to the Canine Team. The handler shall have completed 80 hours of L.E.T.S. cadaver training upon completion of Level II or "Advanced" certification.
Canine - Shall have attended the above course(s) with the assigned handler and shall successfully complete the assigned certification scenario(s).
Skills Test - These skills tests may be conducted with other Canine Teams. The handler shall make arrangements for all boats and other vehicles required to conduct this Skills Test. The handler shall have the ability to operate an outboard motor and boat for another person(s) doing Skills Test(s). The handler shall be briefed on an incident or incidents covering the possibilities of LAND and WATER recovery scenario(s). The handler being tested may use any assets available in the immediate area; however, the Canine Team being tested must conduct and successfully complete the required search.
A time limit of one (1) hour shall be used as a guideline for the Certification Official(s) to determine if the Canine Team is performing the required task in a positive and productive manner. Excessive barking by a Canine Team may be justification for a Canine Team to be disqualified due to the canine disturbing other Canine Teams in the area who may be working or testing. Upon successful completion of the Operational Portion of the Level II Test, the Canine Team Handler(s) shall debrief the Certification Official(s) justifying methods used to accomplish the task.
PLEASE NOTE
IF MORE THAN ONE TEAM IS BEING TESTED AT ONE TIME… THE CERTIFICATION OFFICIAL(S) SHALL ENSURE THAT ALL CANINE TEAMS PERFORM EQUALLY. "COOPERATION" IS AN AREA THAT WILL BE CONSIDERED PART OF THE LEVEL II SKILLS TEST BY CERTIFICATION OFFICIALS.
SAFETY IS PARAMOUNT
Skills Test shall be designed in such a manner by the Certification Officials as to allow the Canine Team's skill to be demonstrated in a safe manner. The Skills Test shall be limited only by the Certification Officials ability to design a safe Skills Test for the Canine Teams. The whole purpose of this test is to verify the cooperation, skills and tenacity of a Canine Team(s) over a long and difficult time frame.
It shall be noted that all situations concerning LETS Certification Skills Tests can not be covered in this policy, due to many locations, and testing environments that are involved. However, the Certification Officials appointed by the Board of Regents are highly experienced in conducting such tests. The purpose of the Certification Skills Test is to determine the overall ability of the team in locating human cadaver scent on land and water.
