Tracking Certification- Level II or "Advanced Operational" (Defined): Is an advanced certification for handler and canine. The Advanced Operational Certifications Skills test(s) in tracking shall be conducted in such a manner as to allow the canine team(s) an opportunity to demonstrate their capability to function in real-time searches. Scenarios shall be made as "real time" as possible. A level one skills test shall have been completed within the last 360 days. This time frame may be waived for up to 60 days by the Certification Official on a "case by case" basis.
SAFETY IS PARAMOUNT
Level II shall be conducted at night in an urban environment on what is known as "hard surface". All Canine Teams involved in Level II Tracking Skill Test shall have a minimum of one (1) observer accompany the Canine Team to assist in watching traffic, and for general safety. Other observers may be placed along the route of the track to act as monitors, but shall not interfere or contact the Canine Team except under the conditions established by the Certification Official(s). If possible, communications shall be maintained between the Certification Officials, Monitors, and Track Layers. An area approximately six (6) blocks square (or three fourths (3/4 of a mile) shall be used. The Level II track shall be a minimum of one (1) hour old.
If forcible apprehension methods are to be used at the end of the track, (at the discretion of the Certification Official(s) all safety and protective gear shall be pre-positioned at the end of the track. (See policies concerning Patrol Dog Skills Test).
If the Canine Team does not satisfactorily complete the Level II Skills Test, a second track may be used for re-testing at the discretion of the Certification Official(s) and a second certification Fee is paid. If the second Level II Skills Test is not successfully completed, a period of ninety (90) days shall elapse prior to re-testing. In the event a Skills Test is cancelled due to interference from matters outside the normal scope of the team being tested, Certification Officials, or monitors, no penalty shall be assessed the Canine Team(s) involved in the Level II Skill Test.
Upon completion of the Level II Skill Test, the Certification Official shall make an entry in the LETS Certification Booklet as required.
COMMENTS: Liaison with local law enforcement prior to conducting any Skills Test shall be established. No Skills Test shall be conducted at any time or place that interfere with the peace and tranquility of the area being used for testing. All situations cannot be covered by these policies and the discretion of all concerned shall be observed.
