An additional Certification Fee will be required each time a Skills Test is conducted.

It shall be noted that all situations concerning LETS Certification Skills Test can not be covered in this policy, due to the many locations and testing environments that are involved. However, the Certification Officials appointed by the Board of Regents are highly experienced in conducting such tests. The purpose of the Certification Skills Test is to determine the overall reliability of the canine team in locating marijuana / narcotics.


NARCOTICS CERTIFICATION -Level I or "Basic" (DEFINED):
For a "Level I" or "Basic" certification the certifying team shall be required to find a minimum of (10) marijuana and (5) cocaine finds. Other narcotics may be included with a minimum of five (5) finds for each additional odor. The time frame for "Level I" certification test will be determined by the Certification Official. Handler qualifications will remain the same as required by the "Level II" certification, with the exception that a 40 hour LETS course completion will not be required.

An excessive number of inaccurate responses (false positives) shall be grounds for  "Non-Qualifying" a team for LETS " Level I" Certification. More than 10% of inaccurate responses, over the whole of the testing scenarios, shall result in a team "Non-Qualifying" for Level I certification. The decision of the Certification Official is final and not subject to arbitration.

A "NARCOTICS DETECTION CERTIFICATION SHEET" will be completed and marked "Level I Certification" by the Certifying Official and processed according to policy.

Certification will expire twelve (12) months after completion of Skills Test. This expiration may be extended, (on a case by case basis), provided that a certification skills test is not made available by L.E.T.S. within the twelve (12) month period covered by the certification.


Level II Re-certification:

For re-certification of an established LETS Level II Team the team will be required to find the minimum mandatory amount of hides required by Level I certification (and any other test deemed appropriate by the Certifying Official) to assure that the team is still functioning in an "operationally qualified" capacity. The time frame for the Level II re-certification will be determined by the Certification Official.


An excessive number of inaccurate responses (false positives) shall be grounds for  "Non-Qualifying" a team for LETS " Level II" Certification, or Level II re-certification. More than 10% of inaccurate responses, over the whole of the testing scenarios, shall result in a team "Non-Qualifying" for Level II Certification. * All volunteer and private industry handlers testing for advanced certification must be approved (in advanced) by a majority vote of the Board Of Regents.  The handler shall submit a complete resume to L.E.T.S. HQ at least 30 days prior to attempting certification. Volunteer and private industry handlers shall not be permitted to test for BASIC (Level I) certification unless the team has completed a L.E.T.S. 40 hour course of instruction.
